    Indian-Americans not happy with Kamala Harris as Democrats VP pick

    Born to a Jamaican father and an Indian mother, California Senator Harris, if elected, would be the first woman vice president ever for the country.

    Kamala Harris” selection as the Democratic vice-presidential candidate has evoked mixed reactions from the influential Indian-Americans, with a majority of them expressing unfavourable opinions about the Indian-American senator”s track record and her stance towards India and the community.

    Democratic presidential candidate Joe Biden scripted history on Wednesday by selecting 55-year-old Harris, an Indian-American and an African-American, as his running mate in the election on November 3.

    Born to a Jamaican father and an Indian mother, California Senator Harris, if elected, would be the first woman vice president ever for the country.

    While her nomination has filled many aspiring women, particularly young women of colour, with joy across the globe, Harris” selection has also generated mixed reactions from about 3.9 million Indian-Americans, both Republicans and indecisive voters, who believe she lacks understanding of what she stands for and does not consider herself as a woman of Indian origin.

    After talking to various Indian-American groups, they all seem proud but have doubts at large on her handling of various critical issues towards the community and India.

    Radha Dixit, the founding member of Indo-American Conservatives of Texas, said, “The Democratic Party’s reliance on ”Identity politics” has undermined her campaign because the focus has shifted to her being Indian, Asian, Jamaican, African-American and a woman of colour. Divisions in these communities are now coming to surface. Nowhere did Kamala try to claim her Hindu or Indian heritage but people are thrusting their values on her”.

    “If the Democratic Party platform and Kamala Harris”s position on policy issues are the basis for deciding this election as it should be, no conservatives, men or women, will support this ticket,” Dixit said.

    Padma Shri awardee Subhash Kak, Regents Professor Emeritus at the prestigious Oklahoma State University is pleased with Harris” selection but is not happy with her political affiliation.

    “But I’m disappointed with her political positions that are not India-friendly and are far to the left on the political spectrum. In this, she appears to be consistent with Joe Biden who has adopted an agenda that does not acknowledge the need for a special relationship between the United States and India,” Kak said.

    Aditya Satsangi, founder Americans4Hindus, a SuperPAC organisation that represents the interests of Hindus, strongly believes that Harris is a major deception planned by the Democrats to divide the Indian-American votes.

    “She has always claimed to be of African descent rather than Indian and her record as an attorney in California is highly questionable. She has in fact promoted corruption in California,” Satsangi said.

    Founder of the ”Living Planet Foundation” Kusum Vyas considers Harris” nomination as refreshing but questions her track record.

    “She has solid credentials, but do we need to support a person who is a known critic of India”s Kashmir policy and has a strong leaning towards Pakistan. She has recommended abolishing the legal immigration process and supports illegal immigration which hurts people from countries like India, who come here legally,” Vyas said.

    “Harris is a supporter of the anti-India, anti-Hindu brigade, who calls herself Black, hates Indian side of her family, never recognised herself as an Indian,” said Radhika Sud from Atlanta.

    She is unaware of the atrocities of Kashmiri Hindus and has aligned with Pakistan. Indian-Americans won”t vote for pro-Pak, pro-China Harris, just because her mother happens to be an Indian, she said.

    “I would evaluate her on her past policies towards American Hindus and her future approach towards the community. On the first account, I do not see her having given any significant contribution. As for the future posture of the Biden campaign, I am concerned about the public bias they have shown against the American Hindu minority with their policy pronouncements,” said Utsav Chakrabarti, Executive Director HInduPACT.

    Rajiv Verma, a Houston community activist, believes that with Harris as Vice President, the Biden campaign has willfully forfeited any hopes to get the Indian-American votes as she opposes both removal of Article 370 and passage of the new citizenship amendment act by the Indian parliament.

    “Harris” uninformed comments on Kashmir are interference in another sovereign country”s internal matter and are setting up a dangerous precedent for American politics. The fact that the Democrats have shown no understanding of why India has taken the steps it has, makes me think they are purposely being obtuse. How is implementing the Constitution of a sovereign nation across the country discriminatory?” asks Professor Amulya Gurtu of Green Bay, California.

    “Harris needs to brush up her knowledge of Indo-US relations, failing which the votes of admiring Indian-Americans are not likely to translate into votes for the blue ticket. The present Indo-US relations with Modi-Trump chemistry is at its peak since centuries and Indo-American voters are happy with that,” said Subhash Razdan, Chairman and Co-Founder of Gandhi Foundation USA, in Atlanta.

    “My decision not to support Kamala has nothing whatsoever to do with whether she identifies as Indian or Black. It”s about all the Democrats, including her & Biden, toeing the line for vile Kashmiri terrorists in my ancestral homeland of Kashmir,” said Dr Vasudev Patel, president Federation of Indian-American Association.

    HinduPACT and other Hindu organizations were invited to present Hindu issues to Vice President Biden’s campaign.  The Hindu organizations painstakingly created this extensive document that was asked for by the campaign.  We were told that we will have an opportunity to present this to “very high ranking officials in the campaign.” 

    However, to our disappointment this meeting has not materialized.  We are therefore releasing this document for education of Hindu voters.  We leave it to the voters to figure out, why after receiving this document a campaign would not want to meet the representatives of the American Hindu community

    HinduPACT Opposes San Francisco, CA Resolution Against India’s CAA

    On July 22, 2020, San Francisco, CA City Council became the sixth US city council to pass Indiaphobic and Hinduphobic Anti-CAA Resolution condemning India for expediting citizenship to persecuted minorities in Indian Subcontinent.  HinduPACT registered a strong protest against this resolution and urged  mayor of San Francisco to veto the resolution.  Mayor did not sign this resolution, however, since the Mayor did not actively veto the legislation, it was adopted after a waiting period.

    The following letter was sent by HinduPACT to the Mayor of San Francisco.

    For thousands of years, in India, religious edicts were not imposed on the population and the adherents of different religions chose their own form of faith and practices, including atheism. This openness of Dharmic thought led Zoroastrians to seek refuge when they fled the Islamic persecution in Iran. India was the only country where Jews were not persecuted in over two thousand years of presence. Christianity has existed in India almost since its inception and has flourished based on the increase in the number of its adherents.

    Prime Minister Narendra Modi, for the first time in independent India’s history, brought a law that gives citizenship and equal rights to persecuted religious minorities from countries that constitutionally treat those minorities as second class citizens.  Vice President Joe Biden and many lawmakers from the Democratic and the Republican Party have gone on record supporting similar support to those same minorities.  

     

    The San Francisco City’s resolution, claiming that the law is “discriminatory to Muslims, caste oppressed, women, indigenous peoples, and the LGBTQ community and any other efforts that render vulnerable populations anywhere to become stateless, scapegoated, and targeted for discrimination, violence and the abrogation of human rights”, is a myth perpetuated by those who want to malign Hindus, by the countries that are perpetuating terrorism in India and those who are politically opposed to the current leadership of India.  


    The Indian Citizenship Amendment Act (CAA), passed in 2019 passed by the Indian Parliament is consistent with the American values of compassion for the victims of religious persecution.  Cuban Adjustment Act (CAA) passed by the US Congress, provides a pathway to permanent residence for Cubans who were victims of communist oppression. The Lautenberg Amendment to the Jackson–Vanik amendment to the Trade Act of 1974 enacted on November 21, 1989, specifically provides refugee status in the United States for nationals from the Soviet Union and later the former Soviet Union, Ukraine, Estonia, Latvia or Lithuania who are Jews, Evangelical Christians, Ukrainian Catholics or Ukrainian Orthodox; as well as nationals of Vietnam, Laos, or Cambodia; and Jews, Christians, Baha’is and other religious minorities from Iran.

     

    Indian Citizenship Amendment Act (CAA), expresses very similar sentiments. India, the largest democracy in the world, with its tolerant Hindu ethos has stood as a beacon of hope for persecuted minorities. The CAA declares India a sanctuary country for persecuted minority refugees from their tormentors driven by extremist Islamic religious frenzy and grants them priority immigration status.  It states:

     

    “Provided that any person belonging to Hindu, Sikh, Buddhist, Jain, Parsi or Christian community from Afghanistan, Bangladesh or Pakistan, who entered into India on or before the 31st day of December, 2014 and who has been exempted by the Central Government by or under clause (c) of sub-section (2) of section 3 of the Passport (Entry into India) Act, 1920 or from the application of the provisions of the Foreigners Act, 1946 or any rule or order made thereunder, shall not be treated as an illegal migrant for the purposes of this Act.”

     

    In a statement, Democratic Congressman Ro Khanna has stated that “Because the rampant religious violence against Afghan Sikhs and Hindus poses an existential threat for them, I urge the US Embassy in Kabul to refer Sikhs and Hindus still in Afghanistan for emergency refugee protection under the USRAP and for the Department of State and Department of Homeland Security to accept this referral without objection to ensure their safety […]. There are deeply troubling reports of ties between Pakistan’s Inter-Services Intelligence and the terrorist organizations that carried out the 2018 and 2020 attacks, which warrant thorough investigation. […] As US forces complete our departure from Afghanistan, I am deeply worried about the health and safety of Sikhs, Hindus, and other religious minorities under threat of religious persecution and genocidal violence in Afghanistan.”

     

    India’s neighboring Islamic countries persecute minorities with impunity as declared state policy.  Recently, a Hindu girl was abducted from her own wedding venue in Sindh province of Pakistan, converted to Islam and forcibly married to a person she never knew. Amidst the COVID-19 crisis, Pakistan deprived Hindu and Christian minority of food, unless they converted to Islam.  A couple of months ago, a Hindu temple was ransacked in Pakistan, and the local Hindus were intimidated and forced to withdraw their complaints against four miscreants. In 2010, Asia Bibi, a Pakistani Christian had a simple argument with a coworker who then accused her of blasphemy. Without any proof, Bibi was sentenced to death. Due to immense international pressure, she was finally released in  2019.

     

    Hindus, Sikhs, Buddhists, Christians, Jews, and other minorities have been killed, forcibly converted, or driven out of their homes.  Since India’s independence, the Sikh and Hindu population in Afghanistan has dwindled from over 200,000 to fewer than a couple thousand.  The Hindu population in Bangladesh has decreased from 30% to 7%. In Pakistan, it has been reduced from 12.9% to 1.6%. 

     

    Statements by Vice President Biden and Congressman Ro Khanna are consistent with the American values of compassion for the victims of religious persecution. 

    India is the world’s largest democracy with an impeccable record of free and fair elections, and a democratic political process. In fact, it is the ONLY country in South and Southeast Asia, that has never been ruled by a military regime. To lie and describe a Democratically elected government with the world’s largest voter representation as a “government, with the alarming ideology that Hindus are racially and culturally superior to others”, shows the malafide intent of those who support this resolution. 

     

    The resolution calling the Government of India as “repressive and discriminatory actions of the BJP government and refusal to denounce violence, those inciting violence, and those officials evading their duties to keep order and peace;” is also misleading. 

     

    As a diverse country with fault lines, and challenges, India has had its share of violence and political disturbance. But, there has been no increase in such incidents against any specific community.

    This chart demonstrates the number of communal incidents, injuries, and deaths in India.  These numbers have not seen any significant changes as a percentage of the population.    

    As a country which gained independence through non-violent means, and which constitutionally guarantees freedom and equality to all its citizens, and mandates diversity and inclusion of all, India has set an example for other countries around the world on how peaceful protests and nonviolence should be used to achieve political goals.  India’s nonviolent movement inspired leaders like Martin Luther King, Jr, and Nelson Mandela.  No government can take these Hindu philosophy driven freedoms that are enshrined into the socio-cultural DNA of India.

     

    San Francisco, as a sister city of Bangalore, should respect the sovereignty of India and the democratic values of the largest democracy in the world, which has faced the external threats in the form of terrorism and destabilization by the intelligence agencies of its neighbors.  The speeches during the anti-CAA protests explicitly called for the division of India and cutting off the North-Eastern part of India from the rest of the country.  Pakistan’s stated attempts to snatch the state of Kashmir, and recent attempts by China to grab lands in Ladakh and Arunachal Pradesh, India is legitimately sensitive to foreign intervention to alter its territorial integrity.  This resolution is driven by those who have vested interest in breaking democratic India and converting it to a theocratic state and a one-party ruled state.

    We request you take immediate steps to investigate individuals and groups that promoted this malafide resolution.

    What Hindus Want from their Presidential Candidates

    There are more than 4 million American Hindus in the United States. While most of them are of Indian origin, there are many who come from Bangladeshi, European, African-American and Nepalese heritage. This article examines the concerns and hopes of the American Hindu communities and the expectations they have from the Presidential candidates. It also examines the intra-community dynamics, based on my interaction with a cross-section of thought-leaders within the community

    Hindus have made immeasurable contributions to American society for generations. These contributions began at an early stage of America’s advancement as a global superpower, from Henry David Thoreau’s commentary on civil disobedience at Walden Pond, Massachusetts, that were informed by the teachings of sacred Hindu text of the Bhagavad Gita. Over the decades, the community has emerged as the most highly educated religious group in the U.S. 36% of American Hindus have income of $100,000*, 2nd highest of any religious community in the country. With more than 4 million voters, the community will go into the upcoming 2020 Presidential elections with the largest increase in registered voters among Asian Americans, since 2018.

    But all is not honky dory with the community when it comes to those that represent its aspirations and concerns, across the political spectrum. Despite their rapidly growing influence and strength in numbers, the American Hindu leadership is increasingly being marginalized by Geo-political forces, that are operating within the American political mainstream. These forces seek to fragment the American Hindu into intersectionalities of sub-identities and seek to turn current & future generations of voters into ‘useful idiots’ for causes that, at best, do not address the issues and demands of the American Hindus, and in their worst form, can be a threat to the Hindus themselves.

    Two such sub-identities are, the “South Asian” and the “Asian American Pacific Islander” identity. Both are geographical identities that will be of little consequence to future generations of Hindus born in the US. While the former is driven by pan-Islamism that seeks the erasure of Hindus themselves, and the latter is too focused on Sino-Asia Pacific geopolitics, to address many of the issues that are unique to Hindus in the US.

    With these concerns in mind, I spoke to leaders of the community over the past two months. While many of them agreed with me, some suggested that it was not the opportune time to raise these issues. The best response some could come up with, was that they were working hard “to address the Indian American issues”. Of course, few could understand the part that the “Indian American identity” itself has strategically been digested inside the “South Asian” identity and it would be very hard to convince a politician to work with a slice, when he can have the entire cake and eat it too.

    That brings me to the purpose of this article. At a time when the American Hindu who was traditionally a Democrat, but rapidly moving towards the Republican Party, what is it that they want from their Presidential candidates?

    I decided to speak with a cross section of the community’s thought-leadership, in the most bipartisan manner I could. Ajay Shah, the convenor of HinduPACT, and myself, put together a questionnaire that the Presidential candidates can respond to.

    A. Hindu Issues in America

    1. As a President, will you protect Hindu American constitutional and civil rights;
      honor the contribution of Hindu American communities across America; and
      create a safe environment for their growth and prosperity.
    2. Will you ensure that the Homeland Security, Justice Department, and the FBI will work closely with the Hindu Mandirs (Temples) and other organizations to
      ensure that they are provided protection against hate crime and discrimination?
    3. Will you ensure that the Department of Education will consult practitioners of
      Hindu faith to develop guidelines for state agencies? Will you ensure that the textbooks and instructional materials that promote Hinduphobia and reflect misrepresentation of Hindu dharma (faith) in school textbooks are removed?
    4. Will you de-fund Universities and colleges that continue to institutionalize
      Hindupobic teachings?
    5. Will you include Hindu American participation in national prayer meetings at the White House, and include at least 2 Hindu festivals in the list of festivals celebrated at the White House?
    6. Will you Include Hindu American organizations in faith-based service initiatives and, in the dialog on interfaith, diversity and inclusion?

    Over 80% of high skilled immigrants who are eligible for Green Card are Hindus. What are your views on extended delays in Green Card processing times (often more than 20 years) for these legal immigrants?

    B. Global Hindu Issues

    1. Will you promote equal rights and security for Dharmic communities (Hindu,
      Sikh, Jain, Buddhist) in Afghanistan, Pakistan and Bangladesh? The United States has a long tradition of offering hope and safe haven to refugees and to those seeking asylum. Will you give persecuted followers of Dharmic faiths who are minorities in these countries, asylum under the “emergency refugee protection” program?
    2. Will you work to restore Temporary Protected Status for immigrants from Nepal living in the United States?
    3. How will you promote stronger relations with India and support India’s role in a new vision for the Indo-Pacific, to counter-terrorism and advance our shared security and economic interests in the region?

    The American Hindu may decide who wins in Michigan, Pennsylvania, North Carolina, Texas and Florida, in the upcoming Presidential elections. The list above, is just an outline for the Hindu voter in the United States, so they can communicate with their party of choice, directly. It is as much a questionnaire for the Presidential candidates, as it is a guideline for the community leaders who do outreach to political surrogates and raise funds for them. More importantly, it is a wakeup call to those leaders that have been sacrificing the Hindu American identity under the more transient geographical and ethnic branding. While it may have served their objectives in the short run, it will harm the growth potential of Hindu leaders in American politics in the long run. The harm to our interest and wellbeing will follow soon.

    HinduPACT has issued a point-by-point rebuttal to the Hinduphobic resolution being proposed at the Chicago City Council.  Not only is this proposal misleading but it is part of a larger conspiracy to deprive Hindu refugees that are persecuted in their own countries from seeking refuge in India, putting their lives in a grave danger.

    This chart demonstrates the number of communal incidents, injuries and deaths in India.  These numbers have not seen any significant changes as a percentage of population.  While every life is important, the preamble to the resolution as written is factually incorrect


    1. WHEREAS, the Indian parliament under the leadership of the BJP government and Prime Minister Modi passed the inherently discriminatory Citizenship Amendment Act (CAA), which actively creates an unconstitutional, religion-based criteria to grant citizenship to select immigrants – the first instance of religion being used as a criterion for Indian citizenship; and

    Indian Constitutional Amendment Act (CAA), passed in 2019 passed by the Indian Parliament is consistent with the American values of compassion for the victims of religious persecution.  Cuban Adjustment Act (CAA) passed by the US Congress, provides a pathway to permanent residence for Cubans who were victims of communist oppression. The Lautenberg Amendment to the Jackson–Vanik amendment to the Trade Act of 1974. Enacted on November 21, 1989, specifically provides refugee status in the United States for nationals from the Soviet Union and later the former Soviet Union, Ukraine, Estonia, Latvia or Lithuania who are Jews, Evangelical Christians, Ukrainian Catholics or Ukrainian Orthodox; as well as nationals of Vietnam, Laos, or Cambodia; and Jews, Christians, Baha’is and other religious minorities from Iran.

    Indian Constitutional Amendment Act (CAA), expresses very similar sentiments. India, the largest democracy in the world, with its tolerant Hindu ethos has stood as a beacon of hope for persecuted minorities. The CAA declares India a sanctuary country for persecuted minority refugees from their tormentors driven by extremist Islamic religious frenzy and grants them priority immigration status.  It states:

    “Provided that any person belonging to Hindu, Sikh, Buddhist, Jain, Parsi or Christian community from Afghanistan, Bangladesh or Pakistan, who entered into India on or before the 31st day of December, 2014 and who has been exempted by the Central Government by or under clause (c) of sub-section (2) of section 3 of the Passport (Entry into India) Act, 1920 or from the application of the provisions of the Foreigners Act, 1946 or any rule or order made thereunder, shall not be treated as illegal migrant for the purposes of this Act.”


    1. WHEREAS, in August 2019, Prime Minister Modi’s extremist government forced nearly 33 million people in the northeastern state of Assam to prove Indian citizenship or face detention at mass prisons and detention camps that the Indian government has begun to build and fill; and

    The Indian judiciary is an independent body. The Supreme Court of India in 2013 had directed any government (irrespective of political affiliation) to pursue the National Register for Citizens under which this provision is being requested. So it is disingenuous to blame PM Modi and slandering him with the term “extremist”. 


    1. WHEREAS, nearly two million people were left off the state’s citizenship rolls and a nationwide expansion of this policy could strip hundreds of millions of people (disproportionately Muslim, oppressed castes, women, indigenous groups known collectively as Adivasi, and LGBTQ+ communities) of their citizenship rights creating stateless individuals with no option to be re-naturalized; and

    This is a red herring.  On 6 September 2018, with full support of the Solicitor General of India, representing the Government of India, a 5-judge constitutional bench of Supreme Court of India invalidated part of Section 377 of the Indian Penal Code, making homosexuality legal in India.[4] In striking down the colonial-era law that made gay sex punishable by up to 10 years in prison, one judge said the landmark decision would “pave the way for a better future.” [Ref: Time Magazine

    Modi brought Transgender protection rights act in 2019.  The ruling party, insinuated as homophobic in this resolution supported the decriminalization, Bharatiya Janata Party senior leader Arun Jaitley stated in February 2014 that he supported decriminalisation of homosexuality. On 13 January 2015, BJP spokesperson Shaina NC, appearing on NDTV, stated, “We BJP are for decriminalising homosexuality. That is the progressive way forward.” [Ref: Mint]  The text of NRC in Assam makes no mention of LGBTQ, or any of the population segments mentioned in the above preamble statement.  The Indian Supreme Court mandated NRC in the Indian state of Assam was a result of decades old struggle and legal remedies sought by the people of the state of Assam, who were being rendered minorities in their state by the onslaught of illegal Bangladeshis, who were overwhelming the indegenous population,  This clause perpetuates the philosophy of those who seek the divide India further.


    1. WHEREAS, in April 2019, the Indian Home Minister, Amit Shah, compared undocumented individuals to “infiltrators” and “termites”, vowed a BJP government would “throw them into the Bay of Bengal,” and called to expand the citizenship law used in Assam to other states in India; and

    The Home Minister of India was referring to criminals and terrorists. Many of the infiltrators are part of transnational criminal gangs who traffic in women, especially underaged girls and children for child labor.  They also traffic in dangerous drugs, explosives and weapons that are known to have been supplied to terror organizations.  Some of these terror organizations have targeted the American consulates and citizens in the Indian subcontinent.  


    1. WHEREAS, protests in India against these policies have faced violent repression including: police fatally firing live ammunition at demonstrators and arresting thousands — tactics the Modi government and Indian Army have used gratuitously in Kashmir; police attacks against peaceful protestors at several prominent universities; and reports that police destroyed Muslim homes in several cities; and

    HinduPACT Response

    Kashmir has been besieged by state sponsored terrorism.  Hindus were brutally raped and killed by those who claimed their allegiance to terrorists like Osama bin Laden and the Islamic State (ISIS).  Hundreds of thousands of Hindus were brutalized and driven out of the state and rendered refugees as part of the Hindu genocide that began in 1989.  Pakistan has vowed to take Kashmir from India in any way possible.  This agenda driven statement that there were 80 civilian deaths in 2019, where 19 died during the protests where they were hurling projectiles and fire bombs at the local police, 17 killed by shelling by the Pakistani armed forces along the border, while 28 civilians were killed by terrorists who did not succumb to their dictate.


    1. WHEREAS, the government use of police to brutalize peaceful protestors violates fundamental democratic principles; and

    HinduPACT Response

    The Government of India allowed protests at the Shaheen Bagh protest to continue for 101 days. This protest blocked a major arterial road in the Capital of the county.  This disrupted not just daily life, but also prevented ambulances from reaching hospitals for those who were critically ill.  The protest, despite being violent at times towards ordinary citizens and law enforcement was tolerated by the government, and only ended when the COVID-19 pandemic took hold in the Capital.  Contrast this with the situation in CHAZ (Capitol Hill Autonomous Zone) in Seattle, WA, which neither blocked a major arterial road, nor did it impact a million lives, and was dismantled after 23 days. This points to the tolerance of the Government of India.


    1. WHEREAS, the Modi regime’s repressive and prejudiced policies are inconsistent with Chicago’s values as a welcoming and inclusive city that embraces South Asian communities of all castes and religions; and

    India is the world’s largest democracy with an impeccable record of free and fair elections, and a democratic political process. In fact it is the ONLY country in South and SouthEast Asia, that has never been ruled by a military regime. To describe a Democratically elected government with the world’s largest voter representation as a “regime”, shows the malafide intent of those who support this resolution.   


    1. Whereas, the United States has a deep history of individuals protesting against hate, injustice, and government action;

    As a country which gained independence through non-violent means, and which constitutionally guarantees freedom and equality to all its citizens, and mandates diversity and inclusion of all, India has set an example for other countries around the world on how peaceful protests and nonviolence should be used to achieve political goals.  India’s nonviolent movement inspired leaders like Martin Luther King, Jr and Nelson Mandela.  No government can take these Hindu philosophy driven freedoms that are enshrined into the socio-cultural DNA of India.


    1. Whereas, local, state, and federal government bodies in the United States have supported the right to peacefully protest against unjust policies;
    1. WHEREAS, the City Council recognizes that citizens of Chicago of all backgrounds have regularly peacefully protested in Chicago to condemn these developments in India; and
    1. NOW, THEREFORE, BE IT RESOLVED, the City Council condemns President Trump’s support for the repressive and discriminatory actions of Prime Minister Modi and his BJP government.  It also condemns President Trump’s refusal to denounce violence, those inciting violence, and those officials evading their duties to keep order and peace.
    1. RESOLVED, the Chicago City Council rejects violence in the name of any faith, condemns all supremacist thought, calls for an end of divisions along faith lines, and believes it is the duty of all people to oppose hatred, racism, and authoritarianism around the world.
    1. RESOLVED, the City Council go on record urging the Government of India to:
      1. Respect the human rights of all people and adhere to international human rights law,
      2. Condemn, at the highest levels, all religiously motivated violence, including violence which targets religious minorities,
      3. Prosecute anyone actively inciting violence, including violence against peaceful protestors and journalists,
      4. Uphold the Indian constitution by repealing the Citizenship Amendment Act, stopping the National Register of Citizens, and taking steps towards helping refugees by ratifying various UN treaties on refugees.
    1. RESOLVED, That the City Council go on record urging our congressional delegation to support legislation censuring the Republic of India for adopting discriminatory policies such as the National Register of Citizens and the Citizenship Amendment Act; and be it further
    1. RESOLVED, That the City Clerk be and hereby is requested to forward a suitably engrossed copy to Chicago’s Congressional Delegation on behalf of the entire City Council.

    In a statement, Democratic Congressman Ro Khanna has stated that, “Because the rampant religious violence against Afghan Sikhs and Hindus poses an existential threat for them, I urge the US Embassy in Kabul to refer Sikhs and Hindus still in Afghanistan for emergency refugee protection under the USRAP and for the Department of State and Department of Homeland Security to accept this referral without objection to ensure their safety […]. There are deeply troubling reports of ties between the Pakistan’s Inter Services Intelligence and the terrorist organizations that carried out the 2018 and 2020 attacks, which warrant thorough investigation. […] As US forces complete our departure from Afghanistan, I am deeply worried about the health and safety of Sikhs, Hindus, and other religious minorities under threat of religious persecution and genocidal violence in Afghanistan.”

    India’s neighboring Islamic countries persecute minorities with impunity.  Recently, a Hindu girl was abducted from her own wedding venue in Sindh province of Pakistan, converted to Islam and forcibly married to a person she never knew. Amidst the COVID-19 crisis, Pakistan deprived Hindu and Christian minority of food, unless they converted to Islam.  A couple of months ago, a Hindu temple was ransacked in Pakistan, and the local Hindus were intimidated and forced to withdraw their complaints against four miscreants. In 2010, Asia Bibi, a Pakistani Christian had a simple argument with a coworker who then accused her of blasphemy. Without any proof, Bibi was sentenced to death. Due to immense international pressure she was finally released in  2019.

    Hindus, Sikhs, Buddhists, Christians, Jews and other minorities have been killed, forcibly converted or driven out of their homes.  Since India’s independence, the Sikh and Hindu population in Afghanistan has dwindled from over 200,000 to fewer than a couple thousand.  The Hindu population in Bangladesh has decreased from 30% to 7%. In Pakistan, it has been reduced from 12.9% to 1.6%.

    Chicago, as a sister city of New Delhi, should respect the sovereignty of India and the democratic values of the largest democracy in the world, which has faced the external threats in the form of  terrorims and destabilization by the intelligence agencies of its neighbors.  The speeches during the anti-CAA protests explicitly called for the division of India, and cutting off the North Eastern part of India from the rest of the country.  Pakistan’s stated attempts to snatch the state of Kashmir, and recent attempts by China to grab lands in Ladakh and Arunachal Pradesh, India is legitimately sensitive to foreign intervention to alter its territorial integrity.  This resolution is driven by those who have vested interest in breaking democratic India and converting it to a theocratic state and a one-party rule state.

    Hindu Policy Research and Advocacy Collective USA (HinduPACT USA), an initiative of World Hindu Council of America (VHPA), has issued the following statement on the killing of George Floyd.

    Commenting on the killing on police killing of George Floyd, Ajay Shah, Convener of HinduPACT USA and Executive Vice President of VHPA said:

    We condemn the brutal killing of George Floyd. We stand for racial justice, equality, and civil rights. “Life, Liberty and the pursuit of Happiness,” embodied in our Declaration of Independence should be our guiding spirit. Hindu ethos, as expressed by a Hindu poet eloquently says, “A true Vaishnava (Hindu) is the one who feels the pain of others.” Currently, as people of faith we feel the pain of injustice and the killing of George Floyd. We call for a national dialog on race relations. We fully endorse the right to peacefully protest injustice. As Rev. Martin Luther King said, “we will not be satisfied until justice rolls down like waters and righteousness like a mighty stream.” However, we are unambiguously against riots and looting, and the attacks on those entrusted to protect us.

    Utsav Chakrabarti, Executive Director of HinduPACT USA and Director of Advocacy and Awareness for VHPA said:

    The murder of George Floyd is a reminder that we must reinvigorate our pursuit for equity in our society. But those groups that are using this tragedy and the cover of the protests for looting businesses and resorting to violence, are doing a great injustice to the cause of civil rights. It is shocking to see Pakistani-American anarchist Urooj Rahman along with Colinford Mattis, pass along fire bombs to some protestors in an attempt to kill law enforcement officers and peaceful protestors in New York City. There is nothing more sinister than trying to use injustice towards Black lives, as a tool to further one’s geopolitical agenda. Today, the statue of Mahatma Gandhi in front of the Embassy of India was vandalized by some of these elements, masquerading as protesters.

    I urge Hindu Americans who form a big section of the ‘South Asian community’ to be cognizant of such mala fide efforts, and promote peace and healing in the communities they live in.
